What Wind Speed Is Safe for Drone Flying?

Most consumer drones are rated to handle winds up to 20–25 mph, but gusts are more dangerous than sustained wind. A gust 10 mph above the average can cause loss of control even when average conditions look flyable. What wind speed is safe for drone flying?
