Cloud ceiling is the height of the lowest cloud layer covering more than half the sky, measured in feet above ground level. It's one of the most useful numbers in a weather report for photographers because it tells you directly whether direct light can reach your subject. A single cloud cover percentage doesn't tell you that. Ceiling height does.
A forecast showing 40% cloud cover could mean scattered low stratus blocking all direct light, or scattered altocumulus at 15,000 feet with full sunlight below. The same percentage produces completely different photography conditions.
